<div><br/>I stripped old wallpaper from a bathroom but found out that the previous owners put plaster over parts of older wallpaper underneath and the paper isn&#8217;t coming off easy.  Would new wallpaper cover and stick to the old wallpaper (backing).  I got the top layer off before finding all the problems. Half the wall has the paper backing on it still. I was going to paint but no way I can do that now without even more work.<br />
I can&#8217;t sand the wall down because the plaster that they did to hide parts of the old wallpaper before is very uneven and and has big hunks in it.  I would have to replaster the whole wall to make it even.  Its a mess.<br/><br/></div>

<div><br/>I am purchasing a property in England and it has come to light that there is no planning permission for the conservatory or external garage. The local authority (Thurrock Council) have advised that planning permission is not needed as both structures have been up for over 4 years.  However my solicitor is struggling to obtain consent from the original builders of the property (it&#8217;s about 20 years old).  The conveyancers for the people I&#8217;m buying from did not pick this up when they purchased the property.</p>
<p>If the original builders consent cannot be obtained, is there a way forward?<br />
Should have mentioned, the Local Authority have said they wil  not provide an indemnity because they don&#8217;t require planning permission.<br/><br/></div>

<div><br/>Our previous landlord sent a summary of costs via our lettings agent to us. We just stayed in the property for less than a year and the total cost reached £1,529.00. Some of the costs were fair. However, 12 of the 15 items were just unfair and senseless. For example, she put a cost for repainting the bathroom for £400 and another £395 for the dining room. She was complaining about the moulds which covered the ceiling. In our defense, we vacated the property 3 weeks before her inspection. It&#8217;s cold now and condensation was bound to cause mould especially now when the house is empty and the windows are never opened. She&#8217;s even costing us for the fugly paintings and frames which she stated as rusting and not taken cared for. We just put it on the storeroom as they&#8217;re just too fugly to be displayed.</p>
<p>Anyway, are landlords allowed to cost us every single replacement and repairs which were not responsible for? And are there any legislations regarding this or government bodies protecting tenants regarding this? </p>
