Can you get wallpaper in solid colors and where?
ByIf so, is it easier to put new wallpaper over the old or strip it off and paint

Strip off all the old wallpaper and paint it might be a pain but you will see that the walls look alot better.

Yes you can.
Generally they are textured – some are raised like tin panels.
I once hung wallpaper professionally – you can even paint over flocked wallpaper to give it an interesting texture.
Avoid any smooth products as they will show every imperfection.
